Ukrainian President Volodymyr Zelenskyy stated on December 9 that he is ready to hold presidential elections—but only if the necessary security and legal conditions can be met.

Zelenskyy made the remarks during a WhatsApp Q&A with journalists, held while flying from Rome following meeting with Prime Minister Giorgia Meloni.

Zelenskyy’s remarks followed public comments by US President Donald Trump, who urged Ukraine to hold elections soon, fueling speculation about American pressure on Kyiv to return to the polls amid war.

“I didn’t discuss this issue with any delegation,” Zelenskyy told reporters. “The matter of elections in Ukraine depends first and foremost on our people—not on the people of other countries. With all due respect to our partners, I’ll say this frankly: when it comes to elections, I am ready.”

Responding to suggestions that the delay in elections is politically motivated, Zelenskyy dismissed such claims as “completely inadequate.”

“If the idea is that I’m clinging to the president’s chair and that’s why the war isn’t ending—to be honest, that’s a distorted and false narrative.”

Zelenskyy pointed to two core issues preventing elections during wartime: ensuring the safety of voters and soldiers, and making legal adjustments to allow voting under martial law.

“How can elections be held under missile strikes? What about our military? How will they vote?” he asked. “And second, we need a legal framework that allows this under martial law.”

He said that with international assistance—particularly from the United States and Europe—to guarantee security, Ukraine could be ready to organize elections within 60 to 90 days.

Zelenskyy also called on Ukrainian lawmakers to draft legislative proposals enabling elections during wartime, signaling a potential shift toward addressing the issue formally.

“I’ll be in Ukraine tomorrow. I expect proposals from our deputies and from our partners. I’m ready to go to elections,” he said.

Earlier, Zelenskyy said Ukraine would not compromise on its territorial integrity as talks continue over a revised US peace plan.
