Zelenskyy: Ukraine Received $76 Billion in US Aid, Not $200 Billion as Some Claim

Ukrainian President Volodymyr Zelenskyy confirmed that Ukraine has received approximately $76 billion of the $177 billion in aid approved by the United States. The statement, made during an interview with The Associated Press on February 2.
“When I hear – both in the past and even now – from the US that America has provided Ukraine with hundreds of billions [of dollars] 177, to be precise, based on what Congress approved, as the president of a nation at war, I can tell you – we’ve received more than US$75 billion,” Zelenskyy stated.
“So, when people talk about US$177 billion or even US$200 billion, we’ve never received that. That’s important. We’re talking about tangible things because this aid didn’t come as cash but rather as weapons, which amounted to about US$70 billion,” he added.
The President emphasized that Ukraine had not received $200 billion.
“But when it’s said that Ukraine received $200 billion to support the army during the war – that’s not true. I don’t know where all that money went. Perhaps it’s true on paper with hundreds of different programs – I won’t argue, and we’re immensely grateful for everything. But in reality, we received about US$76 billion. It’s significant aid, but it’s not US$200 billion,” Zelenskyy said.
Regarding the suspension of humanitarian funding, Zelenskyy pointed to specific cases, including a $200 million energy-related program, highlighting the importance of it, as well as initiatives in healthcare and border security.
“Those US$300-400 million are the programs the state received. We will manage this. I will secure support either from European partners or through internal resources,” the President added.
Zelenskyy stressed to the US the critical need to sustain veteran and healthcare programs during wartime.
“I want to point out to the American side that veteran and medical programs didn’t take up a lot of money, but it is important to support such programs during war. But it was not funds going to our budget,” Zelenskyy stated.
Additionally, he added that there was direct aid to the organizations from American organizations, and these programs were suspended.
“So they need to check, Ukraine has never received them. It is direct communication between one humanitarian organization with another. It is very important for the Ukrainian organizations. I emphasize our gratefulness but we have never received them,” Zelenskyy said.
The President added that there are also many other humanitarian programs he is uninformed about, except for knowing of their existence.
“Perhaps the US President’s administration will audit these programs and find additional billions, but I don’t know where those funds went. When the war started, many Ukrainian organizations left the country, likely following signals from the US embassy. Probably, these various organizations were funded by different foundations,” Zelenskyy said.
During the same interview, Zelenskyy warned that any negotiations between the US and Russia on ending the war that do not include Ukraine would be “very dangerous for everyone.”
