Russia Plans Large-Scale Prison Expansion Across Occupied Kherson

Russia is planning to construct seven massive prison complexes designed to house more than 20,000 individuals across multi-regime colonies and pre-trial detention centers, with one facility set to be located in the temporarily occupied part of Ukraine's Kherson region, according to Babel on September 16.
The nationwide expansion will include 5,380 spaces in pre-trial detention centers and 15,120 spaces in penal colonies, with the proposed Kherson facility designed to accommodate roughly 2,500 people.

In addition to the occupied Kherson region, Russian authorities plan to build these detention complexes in the Kaluga, Astrakhan, and Tyumen regions, as well as in Buryatia and the Zabaykalsky Krai.
Russia intends to launch the first multi-regime facility in Tatarstan by 2030, with the remaining six locations scheduled for completion by 2035.
Preliminary estimates place the construction cost of a single complex between 13 billion and 20 billion rubles ($154 million to $238 million).

Russian Ministry of Justice calculations suggest that consolidating pre-trial detainees and convicted prisoners within multi-regime sites will cut overall maintenance costs by 25 to 30 percent.
This initiative coincides with broader efforts by Moscow to further integrate the occupied territories into its legal and administrative space, following the FSB's recent plans to abolish border zones between Russia and occupied regions of Ukraine.
Russia’s Federal Security Service announced plans to abolish border zones between Russian regions and the Ukrainian territories temporarily occupied by Russia, as well as on the Crimean Peninsula.
The planned changes concerned Russia’s Rostov and Voronezh regions, alongside temporarily occupied Crimea, where the agency prepared draft orders to declare its existing border zone regulations invalid.
