Russia Plans to Abolish Border Zones With Temporarily Occupied Ukrainian Territories

Russia’s Federal Security Service (FSB) has announced plans to abolish border zones between Russian regions and the Ukrainian territories occupied by Russia, as well as on the Crimean Peninsula, according to the Russian outlet Agentstvo on August 13.
The planned changes concern Russia’s Rostov and Voronezh regions, as well as temporarily occupied Crimea. The FSB has prepared draft orders declaring its existing regulations establishing the border zones invalid.

Until now, travel from Russia to the temporarily occupied parts of Ukraine annexed in 2022 differed little from crossing the state border.
According to the documents, the proposed changes are justified by Russia’s claim that the occupied Ukrainian territories have been “incorporated” into the Russian Federation. Under the planned arrangement, the border zone would instead be established along what Russia describes as the external borders of the temporarily occupied territories.
In Crimea, however, the FSB plans to retain a border regime “within the boundaries of the Black Sea islands belonging to Russia.” The local FSB administration would determine the locations and times for entry and install warning signs.
The reported move comes as Kyiv continues to reject any settlement that would require Ukrainian forces to withdraw from territory under Ukraine’s control.
Ukrainian President Volodymyr Zelenskyy said Ukraine would not accept any conditions requiring its military to leave Ukrainian territory. Speaking at a press briefing, he stressed that defending the country’s sovereignty and territorial integrity is a constitutional responsibility of the state and its armed forces.
He also said Ukraine would not accept ultimatums or agree to surrender its territory, people, or homes, while acknowledging that parts of the country remain temporarily occupied by Russia.
Against this backdrop, Ukraine also plans to continue targeting Russia’s military infrastructure and support networks. Acting Defense Minister Major General Yevhen Khmara said Ukrainian forces would systematically degrade Russia’s military capabilities by striking critical infrastructure, naval assets, and key logistical networks.
He added that Ukrainian forces would continue targeting fuel, energy, and industrial facilities that support Russia’s full-scale invasion of Ukraine.
