Russia Recruits More Than 28,000 Foreign Nationals for War in Ukraine

Russia has recruited more than 28,000 foreign nationals to join its war against Ukraine, including a substantial number of people from African countries, according to Ukraine’s Defense Intelligence (HUR) chief Oleh Ivashchenko.

In an interview with The Times, Ivashchenko said Ukrainian intelligence is working to disrupt Moscow’s efforts to recruit fighters abroad.
“We’re working to stop this, by passing information to the relevant security and intelligence services. We also conduct non-kinetic operations to inform the population in the relevant countries,” Ivashchenko said.
Beyond recruiting foreign nationals, Russia continues to receive military assistance from North Korea. HUR estimates that approximately 8,000 North Korean troops are currently deployed in Russia’s Kursk region, with their number potentially rising to around 50,000.

Russia’s reliance on foreign manpower extends across multiple regions. In an earlier interview with Ukrinform on September 7, Ivashchenko said Moscow was recruiting nationals from more than 40 countries as it seeks both to replenish battlefield losses and expand its forces for potential future military objectives.
“Today, Russia is using foreign nationals from more than 40 countries, including countries in Central Asia, Africa, and Latin America. They are primarily deployed in assault units. In intercepted communications, the Russians themselves call them ‘allies’ and often send them ahead of their own troops,” he stated.
Overall, Ukraine’s Foreign Ministry estimates that Russia has recruited at least 2,982 nationals from 37 African countries into its armed forces, with approximately 486 reportedly killed in the war against Ukraine.
