Turkey Joins NATO’s PURL Mechanism to Help Finance Weapons for Ukraine

Turkey will expand its military support for Ukraine by contributing to NATO’s Prioritized Ukraine Requirements List (PURL), a mechanism that allows partner countries to finance the procurement of weapons and military equipment for Kyiv, Turkish President Recep Tayyip Erdoğan announced during the NATO Summit on July 8.

According to Turkish defense outlet SavunmaSanayiST on July 8, Erdoğan said Ankara would continue supplying military aid from its own national stockpiles while also participating in the PURL initiative.

“In addition to the military support we have provided to Ukraine from our own national inventory, we will continue our contributions within the framework of PURL (Prioritized Ukraine Requirements List),” Erdoğan said.
Erdoğan also said Turkey intends to maintain diplomatic engagement with Moscow while continuing its support for Ukraine. “While supporting Ukraine, we are also using our communication channels in such a way as to guide Russia toward peace,” he said.
According to SavunmaSanayiST, PURL is a NATO-coordinated mechanism that identifies Ukraine’s priority military requirements and enables partner nations to finance the procurement of the requested equipment. The initiative primarily supports the purchase of weapons and military systems requested by Ukraine.

Turkey has been one of Ukraine’s key defense partners since before Russia’s full-scale invasion. Kyiv purchased Turkish-made Bayraktar TB2 strike drones prior to 2022, and the two countries have since expanded cooperation to include the construction of a Baykar drone production facility in Ukraine, collaboration on aircraft engine development, and the construction of Ada-class corvettes for the Ukrainian Navy.
Erdoğan’s announcement follows NATO Secretary General Mark Rutte’s recent confirmation that weapons funded through the Prioritized Ukraine Requirements List (PURL), including air defense interceptors, are already being delivered to and used by Ukrainian forces.
Ahead of the NATO Summit, Rutte urged allies to expand contributions through the mechanism, stressing that continued air defense support remains critical as Russia maintains missile and drone attacks on Ukrainian cities.
