Russian Attack on Civilian Shipping in Odesa Region Kills Two Azerbaijani Nationals

Two Azerbaijani nationals were killed and two others injured in a Russian strike on a civilian vessel in Ukraine’s Odesa region, Ukraine’s Ministry for Restoration, Infrastructure and Transport reported on September 10.

According to the ministry, Russian forces struck the civilian tugboat Tedy, which was sailing under a foreign flag. Two crew members, both Azerbaijani citizens, were killed in the attack.
Two other Azerbaijani crew members sustained injuries and were hospitalized. Six additional sailors, also citizens of Azerbaijan, received medical assistance at the scene and did not require hospitalization.
“We extend our sincere condolences to the families and loved ones of those killed and wish those injured a speedy recovery,” the ministry stated.
Ukrainian authorities said the attack was part of Russia’s continued strikes on civilian shipping and port infrastructure, which pose a direct threat to both Ukrainian and foreign seafarers operating in the region.
The ministry said Ukraine is documenting such attacks and regularly informing its international partners about Russian strikes against civilian shipping and transport infrastructure.

The latest incident follows previous Russian attacks on foreign-flagged civilian vessels in the Odesa region. On January 15, Russia launched a missile strike on port infrastructure in Chornomorsk, hitting a berth where a Maltese-flagged civilian vessel was docked.
Ukraine’s Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba said the attack involved a ballistic missile, leaving one crew member of the foreign vessel injured and requiring medical treatment.
