Ukraine Secures €90 Billion Loan Support in High-Level EU Financial Talks

Ukrainian President Volodymyr Zelenskyy held talks with European Commission President Ursula von der Leyen to secure Ukraine's financial stability through 2026 and 2027, as reported by NV on September 22.
During the discussion, President Zelenskyy expressed gratitude for the European Union's decision to provide a €90 billion ($106 billion) loan.

He emphasized that Ukraine is fulfilling all required commitments to reduce its budget deficit, while both parties agreed to develop additional financial support mechanisms.
The two leaders also focused on economic sanctions against Russia. President Zelenskyy described any proposals to lift sanctions on Russian oligarchs as "suicidal and counterproductive," stressing that the war ends through strength rather than concessions to those close to the aggressor.
He thanked von der Leyen for her willingness to add more Russian individuals to the EU sanctions list, stating that "it is precisely such steps that bring about a worthy peace and guaranteed security."
On September 11, 2026, the European Union approved $7.1 billion for Ukraine to spend on air defense, drones, and missiles under the Ukraine Support Loan, as announced by EU Commissioner Andrius Kubilius.
The decision was reported by a correspondent for the Ukrainian outlet Babel on September 11. The approval also cleared the way for Ukraine to purchase American PAC-3 missiles for its Patriot systems.
Previously, EU envoys agreed to remove billionaires Alisher Usmanov and Mikhail Fridman from the Russian sanctions list while extending restrictions for around 3,000 other individuals and entities for three years.
The decision was reached after Latvia lifted its veto and abstained from the vote, following reports that France and Luxembourg had pushed for the exclusions.
