According to Zelenskyy’s official statement on November 1, the strikes targeted a modernized Pantsir-S2 short-range surface-to-air missile and gun system, along with a command-and-control vehicle belonging to Russia’s S-400 Triumph long-range air defense system.

The Pantsir-S2 is designed to intercept aircraft, helicopters, drones, and incoming missiles at short distances. It is commonly deployed to protect military installations and larger air defense systems against aerial threats.

The S-400 Triumph, meanwhile, is one of Russia’s primary long-range air defense platforms, designed to engage aircraft and missiles. Its command vehicles coordinate radar information and direct engagements across the system’s components.

Zelenskyy estimated the combined value of the two targeted air defense assets at approximately $70 million. The extent of damage to each system was not specified.

The Ukrainian president credited the Security Service of Ukraine (SBU) and other units of the Defense Forces for the operation.

The announcement also followed a separate Ukrainian long-range strike against the Kamensky Combine, a Russian defense industry facility in the Rostov region involved in missile and rocket propellant production.

During the overnight attack on October 31, Ukrainian forces used Neptune missiles and attack drones to target the industrial complex, according to Ukraine’s General Staff.

The facility produces components associated with ammunition for Russia’s Uragan, Smerch, and Tornado-S multiple-launch rocket systems. Ukrainian military officials reported that the strike ignited a warehouse containing finished products and damaged four production workshops.

Zelenskyy confirmed the attack on the Kamensky Combine on November 1, identifying the facility as part of Russia’s defense-industrial infrastructure supporting missile production.
