Zelensky Proposes Conditional Energy Truce With Russia Pending Guarantees From Western Partners

On September 14, Ukraine proposed that its international partners secure an agreement with Russia to halt strikes on critical infrastructure. This was stated by Ukrainian President Volodymyr Zelenskyy on his official Telegram channel the same day.

Under the proposal, Ukraine would halt its own strikes only if partners guaranteed that Russia would genuinely spare Ukrainian energy and food supplies. Zelenskyy noted that Ukrainian energy facilities, port infrastructure, logistics, and even food and pharmaceutical warehouses are targeted daily.

"The war must be ended. And a de-escalation step regarding critical infrastructure could be the first step toward peace," Zelenskyy stated.

The president expressed doubt that Moscow intends to honor any agreement. He warned that such an arrangement could unravel once Russia holds its "elections" and secures temporary relief for its gasoline and diesel supplies.

Zelenskyy emphasized that any step must be reliable and long-term, delivering a real effect for civilians rather than a brief pause. Ukraine now awaits concrete proposals from its partners, he added.

The proposal follows a September 14 statement by US President Donald Trump that Ukraine and Russia had agreed to halt attacks on each other’s energy facilities, with Moscow providing assurances it would stop striking Ukrainian energy infrastructure.

Days earlier, US envoys Steve Witkoff and Jared Kushner discussed a potential winter pause in energy strikes during talks in Kyiv, presenting the limited ceasefire as a possible step toward broader diplomatic progress.
