President Volodymyr Zelenskyy said Russia must face stronger pressure to prevent its war from dragging on or spreading after a Russian drone struck a residential building in Romania overnight on May 29.

Zelenskyy said Russia had deliberately attacked Ukraine’s southern Odesa region, which borders Romania, targeting civilian infrastructure in cities and waters near the Danube.

“It is indeed necessary to step up pressure on Russia so that this war is not dragged out or expanded. Last night, the Russians carried out a deliberate strike on our southern region—Odesa region, which borders Romania. This was yet another cynical attack on civilian infrastructure in our cities and in our waters, targeting civilian container ships,” Zelenskyy said.

According to the Ukrainian leader, one of the Russian drones, which he described as essentially a Shahed-type equivalent, struck an ordinary residential building in Romania.

“One of the drones—essentially a ‘shahed’ equivalent—also struck an ordinary residential building in Romania. We wish those injured a speedy recovery. We are ready to support Romania in whatever way is necessary under these circumstances,” he said.

Zelenskyy added that Ukraine is ready to provide Romania with any necessary assistance following the incident.

He also urged the European Union to adopt strong new sanctions against Russia, saying Moscow must feel real consequences for its attacks.

“We count on the European Union’s new sanctions measures against Russia to be truly strong and to make Russia feel that its strikes mean significant losses for Russia itself. That would be fair. Thank you to everyone helping protect life!” Zelenskyy said.

The statement came after Romanian authorities reported that a Russian explosive drone entered Romanian airspace during Moscow’s overnight attack on Ukraine’s Odesa region and hit a residential apartment building in Galați, injuring civilians and forcing evacuations.

The incident has intensified concerns over Russia’s repeated drone attacks near NATO territory and the growing risk of Moscow’s war spilling beyond Ukraine’s borders.

Earlier, Romanian Foreign Minister Oana Țoiu said that Romania expects the number and intensity of Russian hybrid attacks against NATO to increase, especially in allied airspace.
