FIA Lifts Restrictions on Russian and Belarusian Drivers, Restores Flags and Anthems

The Fédération Internationale de l’Automobile, or FIA, has lifted restrictions on Russian and Belarusian drivers and teams, allowing them to compete internationally under their national flags, colors, and anthems again, according to an internal FIA circular dated August 13.
The decision effectively ends the neutrality requirements that had governed participation by competitors from Russia and Belarus.

The FIA’s World Motor Sport Council, or WMSC, approved the changes on August 3 following consultations, according to the document.
Under the revised rules, Russian and Belarusian drivers, national teams, and individual competitors may now participate in international and regional motorsport events without the previous restrictions.
Competitors are also no longer required to sign neutrality commitments before taking part.
The rules once again permit the display of Russian and Belarusian national symbols and colors on racing suits, equipment, and vehicles. Their national flags may also be shown at competitions, while the countries’ national anthems can once again be played.
The decision marks a significant rollback of the restrictions that had separated Russian and Belarusian competitors from their national representation in international motorsport.
One major limitation, however, remains in place.
The FIA continues to prohibit international and regional competitions from being held on the territory of Russia or Belarus “until further notice.”
That means Russian and Belarusian competitors can return under their own national identities abroad, but neither country is currently permitted to host FIA-sanctioned international or regional events.
The organization said it would continue “closely monitoring developments in Ukraine” and reserved the right to take additional measures in the future.
The new policy therefore restores most of the sporting and national representation previously denied to Russian and Belarusian participants while keeping the geographical ban on FIA competition inside the two countries.
Earlier, World Boxing cleared Russian boxers across all age categories to participate in international tournaments using their national flag and anthem.
The Netherlands previously decided to cancel its hosting of the 2026 European Paralympic Swimming Championships due to the participation of Russian and Belarusian athletes under their own flags.
