Germany Pledges €11.5 Billion in Military Aid to Strengthen Ukraine’s Defense Production

Germany has announced plans to allocate at least €11.5 billion ($13.46 billion) in military assistance to Ukraine this year. The funding is part of a longer-term shift toward joint defense production and industrial cooperation.
Under this framework, Germany is increasing its financial commitment to Ukrainian and joint manufacturing projects, specifically targeting long-range capabilities and technological innovation, according to Ukrinform on May 12.

The cooperation combines Germany’s industrial capacity with Ukraine’s experience in active combat and modern battlefield technology.
Sebastian Hartmann, Germany’s Parliamentary State Secretary, stated that "Germany provides resources and industrial power. Ukraine provides the experience of real war and technologies that change the situation on the battlefield. Germany fully supports Ukraine: this year alone we are investing €11.5 billion ($13.46 billion)."
During a meeting of the EU Defense Council in Brussels, Hartmann emphasized the necessity of maintaining and increasing support for Ukraine. He noted that Ukraine has been resisting Russia’s full-scale invasion for years, describing the aggression as illegal and conducted with extreme brutality. Hartmann pointed out that the current position of Ukraine requires further strengthening to ensure continued defense.
The collaboration between the two governments has been described as excellent, extending into the defense industry through joint ventures and the exchange of technical expertise.

Hartmann remarked that "because let's not forget: Ukraine has been repelling Russia's illegal attack from the point of view of international law for years, which is being conducted with all cruelty. That is why it is important not to weaken our support for Ukraine. This must be clearly demonstrated at all levels, and today's Council must also make its contribution to this."
In addition to industrial support, Germany plans to provide specific assistance to training facilities located within Ukraine. The German Ministry of Defense also highlighted the importance of European nations speaking with a unified voice regarding the increase of defense capabilities.
The strategic partnership between Germany and Ukraine led to the launch of a joint initiative for the production of long-range "Deep Strike" drones. During the announcement, defense officials noted that the venture focused on the development of unmanned aerial systems with a range of up to 1,500 kilometers.
The agreement also included the transfer of technology and the establishment of maintenance hubs within Ukraine, which allowed for the systems to be serviced locally. By integrating Ukrainian combat data into the design process, the collaboration aimed to create technology capable of bypassing electronic warfare systems more effectively.
