Ireland Finds No Evidence Aughinish Alumina Exports to Russia Support War Effort

Irish government officials reported finding no evidence that alumina exported to Russia from the Aughinish Alumina plant—owned by Russian metal giant Rusal—is being used to produce weaponry.
However, a governmental inquiry was unable to conclusively exclude that possibility, and the findings have been forwarded to the European Commission, according to Euronews on July 24.

The plant accounts for approximately 10% of Rusal’s overall alumina needs and employs around 900 workers in Ireland.
During the investigation, Irish authorities analyzed corporate documentation, trade flows, news publications, and information supplied by the governments of Ukraine and Sweden.
Aughinish Alumina submitted records indicating that the raw material sent to Russia is used strictly to produce aluminum for global commercial markets rather than military hardware. However, Irish officials stated they could not independently verify those claims.
Irish Prime Minister Micheál Martin stated during a visit to Kyiv that the review uncovered no proof linking the Irish-made alumina to Russian defense manufacturers, though officials lack proof to the contrary. “The situation remains complex,” Martin said.
Ukrainian President Volodymyr Zelenskyy stated that alumina shipments to Russia should stop if they assist arms manufacturing, supporting potential EU sanctions or other actions to prevent raw materials from entering Russia's military industry since Russia’s full-scale invasion of Ukraine.
Concerns also center on Rusal's ownership structure. Swedish authorities previously concluded that the aluminum group remains under the effective control of sanctioned billionaire Oleg Deripaska.
Irish authorities initiated an official investigation into reports concerning the export of alumina to Russia, a critical raw material used in aluminum production for missiles, drones, and military aircraft during Russia's full-scale invasion of Ukraine.
Ukrainian Foreign Minister Andrii Sybiha welcomed the decision on June 8, emphasizing the need for a swift, independent, and transparent probe to prevent European manufacturing networks from aiding the Russian military machine.
The investigation centered on the Aughinish Alumina facility in County Limerick following scrutiny over allegations that its products entered Russian defense supply chains.
