Kremlin Media Operative Xenia Fedorova Hit With EU Sanctions Over Continued Hybrid Operations

The European Council introduced sanctions against Xenia Fedorova, former head of the Russian state propaganda network Russia Today (RT) France, citing her involvement in ongoing Russian hybrid activities.
As part of a decision adopted on September 24 targeting destabilizing actions by Russia, the measures apply to 81 individuals and 20 organizations.

Under the restrictions, assets belonging to Fedorova and other designated entities will be frozen, and EU citizens and companies are prohibited from providing them with funds, financial assets, or economic resources.
According to the European Council press release, Fedorova continues to engage in foreign information manipulation and interference.
European officials noted that her actions support Kremlin narratives that undermine democracy and stability across European Union member states.
Fedorova previously held senior leadership roles at RT France, serving as president and news director. European authorities emphasized that during her tenure, she helped shape and broadcast the network’s editorial direction, specifically spreading pro-Russian narratives regarding Russia’s full-scale invasion of Ukraine.
Following the EU suspension of RT operations, Fedorova continued distributing messaging aligned with Moscow across French outlets, including CNews, Europe 1, and Le JDNews.
Her commentary focused on Russia’s full-scale invasion of Ukraine, European and NATO support for Kyiv, and broader relations between Russia and the EU.

On July 29, 2026, the French Ministry of the Interior issued an administrative expulsion order against Xenia Fedorova, revoking her residence permit over allegations of spreading Kremlin-directed disinformation.
Officials determined that the former RT France head’s appearances on French media platforms posed a current threat to public order and the nation's fundamental interests.
Authorities barred her from working in the country, citing her role as a channel for Moscow-led efforts to undermine trust in European institutions.
