Kyrgyzstan Launches First-Ever Crackdown on Firms Accused of Helping Russia Evade Sanctions

Kyrgyzstan has suspended the operations of 50 companies accused of conducting transactions tied to sanctions-related risks involving Russia, marking the first known case of its kind in the country.

According to Kyrgyz media outlet 24.kg on May 19, the decision was issued by Kyrgyzstan’s Ministry of Justice as part of a new interagency mechanism aimed at identifying companies involved in high-risk foreign trade activities linked to sanctions circumvention.
The list of suspended entities was reportedly compiled by the Ministry of Economy and Commerce together with other state agencies that had previously examined cases connected to sanctions evasion schemes.
In an official statement cited by 24.kg, Kyrgyz authorities said the measures were introduced to protect the country’s economy from the risk of secondary sanctions. The document also stated that several control mechanisms had been approved “in the interests of Western partners” to prevent sanctions violations.

The move follows growing pressure from the European Union over alleged re-export routes through Central Asia. The EU on April 22 activated a special anti-circumvention mechanism against Kyrgyzstan for the first time, restricting exports of certain dual-use goods to the country.
Brussels has argued that Kyrgyzstan became a systematic transit channel for restricted products entering Russia despite earlier technical discussions on tightening border controls, The Insider reported. Several Kyrgyz logistics companies also reportedly lost access to parts of the EU transport infrastructure.
The EU had previously imposed sanctions on several Kyrgyz banks suspected of assisting sanctions evasion. Kyrgyz officials have repeatedly described such measures as unjustified. In 2023, the country’s Foreign Ministry stated that Bishkek complies with sanctions “where possible.”
