One in Six Russian Diplomats in Austria Linked to Moscow’s Spy Agencies, Investigation Finds

At least 21 of 117 Russian diplomatic personnel working at Moscow’s embassy in Austria and its missions to international organizations in Vienna are linked—or may be linked—to Russian intelligence and security services.

According to investigation by Russian outlet Agentstvo on August 10, the findings are based on an analysis of publicly available diplomatic lists and records compiled by the Rupep.org database. The investigation covered officially listed diplomatic personnel but excluded administrative and technical staff whose names have not been publicly disclosed.
At the Russian Embassy in Austria, at least eight of 48 diplomats may have connections to Russian intelligence agencies. Agentstvo identified possible links involving Russia’s Foreign Intelligence Service (SVR); the Main Directorate of the General Staff (GRU); and the Federal Security Service (FSB).
The investigation traced some of those connections through previous employment and residential registration records in Russia. Several diplomats had been registered at addresses associated with Russian military intelligence facilities, intelligence academies, or housing used by intelligence personnel. One embassy attaché had previously worked at a scientific and technical center subordinate to the FSB, according to Agentstvo.
Russian diplomatic personnel assigned to the Organization for Security and Co-operation in Europe also featured prominently in the investigation. Of the 22 members of Russia’s permanent mission to the OSCE listed by Austria’s Foreign Ministry, seven were found to have confirmed or possible connections to Russian security or intelligence structures.
Agentstvo reported that several members of the OSCE mission had used addresses linked to Russian military intelligence facilities, the General Staff, Defense Ministry institutions, or military academies.
For some individuals, however, the outlet said there was no direct evidence of intelligence service employment, with possible links instead inferred from registration records, education, or previous workplaces.
The investigation also examined 47 Russian diplomats assigned to other international organizations headquartered in Austria. Five were found to have possible intelligence connections, including three members of Russia’s permanent mission to the International Atomic Energy Agency.
One IAEA mission official had previously received income from military unit 52025, which Agentstvo identified as a nuclear weapons arsenal in Mozhaysk. Registration records linked relatives of two other Russian representatives at the IAEA to facilities associated with Russian military intelligence.

Two additional diplomats representing Russia in UN-related organizations in Vienna were also connected by Agentstvo to military intelligence structures. The investigation cited registration records, military service histories, and addresses associated with the Russian General Staff, military intelligence facilities, and secure communications units.
Agentstvo stressed through its methodology that the investigation covered only publicly identified diplomatic employees. Administrative personnel at Russian diplomatic missions in Austria were not included because complete official lists of those employees are not publicly available.
In May, Austria expelled three Russian diplomats over suspected espionage linked to satellite communications equipment installed on Russian diplomatic properties in Vienna.
