President Zelenskyy Meets Japanese Parliamentary Speaker in Kyiv for High-Level Talks

Ukrainian President Volodymyr Zelenskyy met in Kyiv with Eisuke Mori, the Speaker of the House of Representatives of the Parliament of Japan, to address energy support ahead of the winter season and defense cooperation, according to the Office of the President of Ukraine on September 15.
During the talks, the Ukrainian president thanked Japan for its humanitarian, energy, and political assistance since the start of Russia’s full-scale invasion of Ukraine, highlighting Tokyo’s leadership during its G7 presidency.

Zelenskyy also pointed to Japan's firm stance against Russian aggression and its condemnation of the Russian leader's visit to the Kuril Islands, confirming Ukraine’s reciprocal backing for Japan's sovereignty and territorial integrity.
In response, Eisuke Mori expressed gratitude for Ukraine’s support regarding Japanese sovereignty. He recalled that in 2022, Japan’s parliament passed a resolution condemning Russian attempts to violate Ukraine’s borders, emphasizing that all political parties in the Japanese parliament stand united in their support for Kyiv.
The bilateral discussions covered energy assistance before the winter season, broader energy collaboration, and non-lethal defense support, including Japan’s participation in the PURL program.
During the meeting, Zelenskyy extended an official invitation to Prime Minister of Japan Sanae Takaichi to visit Ukraine and honored Eisuke Mori with the Order of Merit, First Class.
"We highly value the humanitarian, energy, and political support. Starting from its G7 presidency, Japan has consistently supported the territorial integrity and sovereignty of Ukraine," Volodymyr Zelenskyy stated.
"We came here to Ukraine to once again demonstrate the stance of the Japanese parliament that all parties, regardless of their policy, support Ukraine and will continue to support Ukraine," Eisuke Mori emphasized.
Japan officially joined the Prioritized Ukraine Requirements List (PURL) program, committing more than $14.6 million to help fund the procurement of essential military equipment for Ukraine. The announcement, confirmed by the Japanese Ministry of Foreign Affairs on May 29, marked a significant step in Tokyo's support for Kyiv following Russia’s full-scale invasion of Ukraine.
