Russia Surrounds Major Shahed Drone Production Hub With 33 Air Defense Positions in Tatarstan

Russia has built 33 air defense positions around the Alabuga Special Economic Zone in Tatarstan, a major production hub for Shahed-type attack drones, according to satellite imagery from October 21 analyzed by Radio Liberty.
The images show a substantial expansion of air defense infrastructure around one of Russia's primary facilities for manufacturing Geran-type drones, derived from Iranian Shahed designs.

Since spring 2026, Russian forces have constructed several concrete towers for air defense systems and additional elevated platforms designed to accommodate Pantsir or Tor short-range air defense systems.
The Pantsir combines surface-to-air missiles and automatic cannons to intercept aircraft, cruise missiles, and drones. The Tor is a mobile short-range surface-to-air missile system designed to engage aerial targets, including precision-guided weapons and unmanned aircraft.

The report also identified towers equipped with heavy anti-aircraft machine guns inside the Alabuga complex. Additional structures have been installed to support anti-drone nets stretched over production buildings, providing another protective layer against aerial attacks.
The extensive fortifications make Alabuga one of Russia's most heavily protected facilities against Ukrainian drone strikes. Radio Liberty noted that Ukrainian drones last reached the site in June 2025, with no comparable attacks recorded there since.

The scale of the protective buildup reflects Alabuga’s growing weight in Russia's drone program. The complex has reportedly reached a capacity of more than 3,000 gasoline-powered Shahed-type drones and more than 3,500 jet-powered Geran-4 and Geran-5 drones per month.
Chinese suppliers have been linked to that expansion, providing an industrial airframe production line, more than 685,000 engine components valued at about $900,000, and 7,800 lithium-ion batteries in 2024. Chinese technology also contributed to navigation systems designed to withstand electronic warfare, including satellite antennas that were reportedly exported as agricultural products.
