Zelenskyy Names Major General Skybiuk as Chief of General Staff Amid Military Restructure

Ukrainian President Volodymyr Zelenskyy announced a major reshuffle of the military command, appointing Major General Ihor Skybiuk as the new Chief of the General Staff of the Armed Forces of Ukraine, according to an official address on July 22.
The appointment forms part of finalized decrees restructuring top military leadership alongside Commander-in-Chief Mykhailo Drapatyi and official Yevhenii Khmara. Describing the new chief of staff, Zelenskyy noted that Skybiuk is “a very experienced military officer, with whom the new Commander-in-Chief fought shoulder-to-shoulder to defend Ukraine,” stressing that “it is important that all components of our army continue to function absolutely harmoniously.”

The President also confirmed that future positions were determined for outgoing commanders Oleksandr Syrskyi and Andrii Hnatov to continue serving the defense of the state, Zelenskyy reported.
Alongside personnel changes, top officials outlined key organizational reforms targeting cyber capabilities, troop training, unit reinforcement, and the expansion of the corps system.
Addressing current operational needs, Zelenskyy emphasized that reforming mobilization remains the cornerstone of overall readiness, stating that “the priority for the actual capability of the Armed Forces of Ukraine to perform defense tasks is a practical, effective mobilization process.” He also credited defense forces with executing the “long-range sanctions plan against Russia” and maintaining consistent mid-range strikes against enemy assets.
The command restructuring comes amid active combat operations in the Oleksandrivka sector, Donetsk, and other high-intensity areas, alongside accelerated efforts to fortify national airspace. According to President Zelenskyy, officials defined specific steps and appointments to advance critical defense initiatives, including Ukraine’s “Freya” anti-ballistic missile program, negotiations with the United States regarding licenses for domestic Patriot air defense production, and joint defense production programs with European partners.
The leadership reshuffle comes one day after Volodymyr Zelenskyy officially dismissed Commander-in-Chief Oleksandr Syrskyi following days of nationwide public protests demanding military command reforms.
