Ukrainian counter-drone technology manufacturer December1 and Lithuanian defense company Pekkla signed a memorandum of understanding in Kyiv on October 14 to establish a joint venture in Lithuania. Production is scheduled to begin in 2027.

The companies have agreed to manufacture the Damba electronic warfare (EW) system, currently produced in Ukraine by December1. The partnership is being developed under the Build with Ukraine program, with support from the Lithuanian government. The finished systems will be supplied to the Armed Forces of Ukraine.

Damba is one of Ukraine’s most widely deployed electronic warfare systems—thousands of units are installed and operational along the front line and across the country, including at critical infrastructure facilities, said December1. The system is capable of countering various types of drones, including FPV drones, reconnaissance UAVs, and Shahed drones, at distances of up to 50 kilometers.

The system features precision jamming tailored to specific types of Russian UAVs and operates as a network rather than a standalone device. It also offers automated response capabilities, a critical capability amid a shortage of qualified electronic warfare specialists.

Other features include directional jamming, a remotely controlled rotating platform, and software updates that allow the system to adapt quickly to emerging threats.

Pekkla will serve as the local partner in Lithuania, overseeing infrastructure, regulatory compliance, and the recruitment of local engineering talent, while December1 will retain responsibility for technical expertise.

“For December1, this is our first experience with a partnership of this kind, and we are pleased that our partner is Lithuania—a major and unwaveringly reliable partner of Ukraine,” said Illia Kabachynskyi, Director of International Development at December1. “Establishing this joint venture will allow us to scale up production and provide Ukraine’s Defense Forces with even more of the equipment they need.”

“This is an important partnership for both Pekkla and our two countries,” said Martinas Andriejavas, CEO of Pekkla. “It will enable Ukraine to obtain the defense equipment it needs, while Lithuania will gain valuable experience, create jobs, and open up new opportunities for development. At the same time, taxpayers’ money will remain within the country. I am confident that this is only the first stage of a long-term partnership.”
