EU Council Confirms Third Ukraine Facility Payment as Kyiv Meets Reform Benchmarks

The European Council has confirmed the third payment to Ukraine under the Ukraine Facility program after Kyiv met the required reform benchmarks. The announcement was made in a statement published on the European Council’s website on March 17.
According to the statement, Ukraine has met 13 reform requirements set by the European Council to receive the funds. These include reforms to increase the use of renewable energy, enhance the independence of the national energy regulator, and streamline border crossing procedures in line with EU standards.
Additionally, Ukraine has adopted a strategy for agricultural and rural development, which includes demining farmland, and continues efforts to identify strategic and critical raw materials.

“The Ukraine Plan sets out Ukraine’s intentions regarding the recovery, reconstruction and modernization of the country, and a timetable for the reforms it plans to undertake as part of its EU accession process in the next four years,” the European Council stated.
This marks the third payment to Ukraine under the Ukraine Facility program.
The Ukraine Facility program, established by the European Union, provides €50 billion in financial support to Ukraine for 2024–2027. Of this, €39 billion will be allocated to Ukraine’s state budget to bolster macro-financial stability.
On May 22, Ukraine and the EU signed a framework agreement on funding under the Ukraine Facility. The agreement sets out financial cooperation mechanisms, including oversight of fund usage and joint measures to prevent corruption.
