EU Launches Historic European Flagship Fund to Rebuild Ukraine at Rome Recovery Conference

At the Ukraine Recovery Conference in Rome, European Commission President Ursula von der Leyen unveiled a landmark initiative: the launch of the European Flagship Fund for Ukraine’s reconstruction. The fund is a joint effort by the EU, Italy, Germany, France, Poland, and the European Investment Bank.

She made the statement during the Ukraine Recovery Conference in Rome, according to a European Pravda correspondent on July 10.

“I am particularly pleased to announce today the creation of the European Flagship Fund for the recovery of Ukraine—the world’s largest equity fund to support reconstruction,” vo der Leyen stated.

The fund aims to attract significant private sector involvement, using public money to unlock large-scale investments and accelerate Ukraine’s rebuilding efforts.

“We are literally investing in Ukraine’s future—using public funds to leverage large-scale private sector investments and assist in the country’s recovery. I am especially pleased and sincerely grateful that we are doing this together with Italy, Germany, France, Poland, and the European Investment Bank. Thank you for your commitment,” she said.

Earlier, it was reported that the Ukraine Investment Framework Steering Board, chaired by the European Commission, approved a package of public and private investment programs aimed at mobilizing $43.4 billion for Ukraine’s recovery, reconstruction, and long‑term growth—set to launch during the Rome conference.
