Global Leaders Gather in Rome to Unveil Marshall Plan–Style Recovery for Ukraine

At the Rome Convention Centre La Nuvola on July 10–11, leaders from over 100 delegations will outline a comprehensive recovery roadmap, as US envoy Keith Kellogg urges partners to back a Marshall Plan–style package for Ukraine’s reconstruction, as was reported by AP on July 10.

Italian Prime Minister Giorgia Meloni opened the two-day forum, convening 40 international organizations, more than 2,000 business and civil-society representatives, and government ministers from allied nations to coordinate relief and rebuilding efforts.

Over the next 48 hours, participants will debate macroeconomic stability; resilience and security; infrastructure rehabilitation; housing and energy security; climate protection; cultural revival; healthcare; gender equality; education; environmental sustainability; science, technology and innovation; and support for people with disabilities.

Keith Kellogg, appointed US special envoy for Ukraine in March, underscored the need for a sweeping economic-recovery package. Ukrinform mentions his words: “international partners should assist in Ukraine’s reconstruction by launching a new ‘Marshall Plan’ for the country.”

Czech President Petr Pavel is set to present his nation’s post-war reconstruction blueprint, focusing on stabilizing and modernizing Ukraine’s economy, attracting investment, encouraging diaspora returnees, and accelerating European integration.

Italy will unveil a $351 million support scheme for small and medium enterprises involved in Ukraine’s rebuilding, Foreign Minister Antonio Tajani announced, aiming to mobilize domestic firms and private-sector investment.

Earlier, Zelenskyy and US envoy Kellogg discussed weapons, sanctions and defense cooperation on July 9, focusing on bolstering Ukraine’s air defenses amid intensifying Russian attacks.
