The European Union plans to supply Ukraine with at least two million munitions annually as part of its military aid.

This announcement was made today in Brussels by Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy, as reported by European Pravda.

The planned supply is outlined in the White Paper  on European defense, which was presented by the European Commission on March 19. The document lays out a new approach to defense and defines the investment needs of the EU. It also includes a dedicated section on Ukraine, which foresees a significant increase in European assistance, including the provision of arms and munitions.

The plan also includes air defense systems, drones, training, and the equipping of Ukrainian brigades.

Kallas emphasized that Ukraine must be part of the process of building European defense.

“In the White Paper, we are gathering proposals for military support initiatives, offering more ammunition for Ukraine – at least 2 million units annually, as well as air defense systems, drones, training, and equipment for Ukrainian brigades,” she explained.

She also noted that the White Paper includes direct support for Ukraine’s defense industry and expanded access to space services.

Kallas highlighted that the new SAFE instrument  (a €150 billion credit facility) proposed by the European Commission will help achieve this ambitious goal.

“We have learned a lot from Ukraine’s experience on the battlefield. We must be able to build defense systems for Ukraine, but also with Ukraine,” she said.

She added that Ukraine must be armed to prevent any future attacks, and to ensure this, a long-term plan is essential.

It was previously reported that the United Kingdom will not halt its military aid and training for Ukraine, despite Kremlin demands that foreign support to Kyiv must end for peace talks to proceed, according to the Guardian on March 19, citing British defense sources.

A White Paper is an official report or guide that provides detailed information and recommendations on a specific issue or policy. In the context of the European Union (EU), a White Paper typically outlines the EU’s approach to a particular topic, such as defense, economic policy, or environmental issues. It often serves as a foundation for future policies or initiatives.

The SAFE (Strategic Action for the European Economy) instrument is a proposed credit facility by the European Commission aimed at supporting defense and security initiatives within the EU, particularly in relation to Ukraine.
