EU Transfers $2.5 Billion to Ukraine Under Sixth Tranche of Ukraine Facility Program

On December 22, Ukraine received another tranche of direct budgetary assistance from the European Union totaling $2.5 billion under the Ukraine Facility mechanism, the Ministry of Finance reported.

The funds have been credited to the state budget and consist of $2.3 billion in loan financing and $218 million in grant support. This payment represents the sixth scheduled tranche provided within Pillar I of the financial instrument and will be allocated to cover the country’s most urgent social and humanitarian needs.

Ukraine secured the funding after fulfilling eight reform milestones required specifically for the sixth tranche, along with one additional reform obligation that had originally been tied to the fourth tranche.

“Support under the Ukraine Facility is crucial for strengthening Ukraine’s macrofinancial stability and ensuring the uninterrupted functioning of public administration during wartime. The successful completion of more than 60 steps under the Ukraine Plan confirms our commitment to reforms, recovery, and progress toward membership in the European Union,” Finance Minister Serhii Marchenko said.

The Ukraine Facility was launched in 2024 as a four-year support program. Since its inception, more than $29.1 billion has already been transferred to Ukraine’s state budget, including over $11.6 billion disbursed in 2025. Overall, the instrument provides for around $54.5 billion in financial assistance to Ukraine.

Earlier, Japan announced it will accelerate part of its financial support for Ukraine, bringing forward aid originally scheduled for later periods to the first half of 2026, when Kyiv is expected to experience the greatest budgetary strain, Finance Minister Satsuki Katayama said following a virtual meeting of G7 finance ministers.
