Ukrainian President Volodymyr Zelenskyy and Portuguese Prime Minister Luís Montenegro have signed a joint partnership agreement to produce maritime drones. This announcement was made during a press conference following their meeting, Hromadske reported on December 20.
Zelenskyy emphasized the importance of this new partnership, stating that the collaboration in maritime drone production is one of the most promising areas in defense work currently. He highlighted the potential of this agreement in advancing Ukraine’s defense capabilities.

Prime Minister Montenegro affirmed Portugal’s readiness to take concrete steps toward joint production, utilizing Ukrainian expertise in the field. Portugal also plans to share its own experience and scientific advancements with Ukraine in this sector.
“Today, Ukraine and Portugal have made a very important joint statement, which we have just signed, on establishing a partnership for the production of marine drones. This is one of the most promising areas in defense work at the moment,” Zelenskyy said.

In addition to the defense collaboration, Montenegro announced that Portugal has already provided $702,000 in support for Ukraine’s energy sector.
“The Portuguese are actively involved in helping Ukrainian energy companies. This is because Portugal also has sufficient knowledge and capabilities in this field, as well as international companies that can share their experience,” Montenegro said.
Previously, Ukraine’s Defense Minister Denys Shmyhal said Ukraine’s partners have made record commitments for defense production and US weapons purchases and set out additional long-term pledges discussed at a meeting of the Ukraine Defense Contact Group, according to the statement on his official Telegram channel.
