Finland to Supply Ukraine With €90 Million in Ammo From Frozen Russian Assets

Finland has joined a list of EU countries channeling proceeds from frozen Russian assets toward Ukraine’s defense. Under a new €90 million (approximately $100 million) agreement with the European Commission, Finland will deliver ammunition to Ukraine, sourced directly from Finnish defense manufacturers.

According to the Finnish government press service on May 19, the initiative is funded through the European Peace Facility and marks one of the first practical uses of immobilized Russian assets to strengthen Ukraine’s battlefield capabilities.

“We’ve secured additional financing to support Ukraine, using funds from frozen Russian assets,” said Finnish Defense Minister Antti Häkkänen. “These purchases will not only support Ukraine’s defense but also boost employment in Finland’s defense sector. I’m very pleased with this outcome.”

Finland’s national support package for Ukraine now totals €660 million ($744 million). Häkkänen emphasized that the country’s defense industry is becoming an increasingly strategic component of Finland’s long-term assistance to Kyiv.

“This is a strong example of what Finnish industry can deliver,” he added. “Our investment in ammunition production is already proving its value.”

Details about the specific equipment, delivery methods, or timelines remain classified for security reasons.

Earlier, Ukraine had received €1 billion ($1.13 billion) from the European Union as part of the Ukraine Facility’s Extraordinary Revenue Acceleration program. The funds come from profits generated by frozen assets of Russia’s Central Bank.

Prime Minister Denys Shmyhal noted that the transfer reflects a fair and just approach, holding Russia financially accountable for the destruction caused by its war. The funding will be used to cover essential budget needs and support Ukraine’s defense and recovery efforts.
