France Confirms 26-Nation Coalition to Support Ukraine With Troops and Security Guarantees

French President Emmanuel Macron announced that 26 countries have confirmed their readiness to join security guarantees for Ukraine, including the deployment of military contingents and additional support to strengthen defense on land, at sea, and in the air.
The announcement followed a September 4 meeting of the “Coalition of the Willing” during a joint conference with Ukrainian President Volodymyr Zelenskyy.
Macron stressed that a joint political and military proposal from 35 world leaders is already on the table. According to him, 26 states have formally agreed either to send forces to Ukraine or to provide resources that will reinforce the coalition’s efforts.
“The purpose of these actions is to guarantee peace in Ukraine and prevent the resumption of hostilities. We have identified all contributions and held a phone call with the US president. In the coming weeks, America’s role in this coalition will be clearly defined. We have outlined both primary and secondary commitments aimed at ending the war,” Macron said.

The French President Emmanuel Macron emphasized that negotiations must not impose any restrictions on the format or capabilities of the Ukrainian army.
“We have decided to begin legal and political steps to implement these security guarantees. All countries of the ‘Coalition of the Willing’ will do this,” he said.
Macron noted that European leaders had already held talks with US President Donald Trump. He added that in the coming days, Europeans will review the scope of US support for security guarantees and sanctions.
The French leader also announced upcoming contacts between Washington and Moscow.
“In the coming days we will finalize work on American support and sanctions. […] If Russia refuses peace, we will provide a clear response—Trump also stated this during the call,” Macron said.
Previously, it was reported that several European leaders, led by French President Emmanuel Macron, plan to hold a joint call with US President Donald Trump following the Coalition of the Willing summit to discuss security guarantees for Ukraine.
