France Investigates Oil Tanker Linked to Russia’s Shadow Fleet Over Sanctions Violation

French authorities are investigating the oil tanker Boracay, flagged under Benin, which is subject to European Union and UK sanctions over links to Russia actions, according to Reuters on September 30.

The French Navy reported a suspected violation, adding that a report has been submitted to the relevant prosecutor’s office in Brest and that the investigation is ongoing.

The Boracay, carrying crude oil, is anchored off the Atlantic coast near Saint-Nazaire. The UK and EU imposed sanctions on the vessel in 2024 and 2025, alleging it was involved in transporting Russian oil using irregular shipping methods.

The UK further alleged the tanker contributed to destabilizing Ukraine or supporting Russia’s government by transporting Russian-origin oil to third countries.

Previously known as Kiwala, the vessel was renamed Boracay in December 2024, though it retains the same IMO identification number throughout its lifespan.

On September 19, the European Commission introduced additional sanctions against Russia, targeting the shadow fleet.
