Germany’s MAD Report Reveals Growing Espionage Risks from Russia Amid Ukraine War

The German Military Counterintelligence Service (MAD) has released its 2024 report, showcasing impotant developments and ongoing challenges amid rising security threats. The report emphasizes the impact of Russia’s invasion of Ukraine on Germany’s armed forces, particularly as the Bundeswehr continues to support Ukraine with weapons, equipment, and training, according to a MAD report released on December 9.
This support has made the German military a prime target for foreign intelligence services seeking sensitive information on troop strength, weapons systems, and strategic decisions.

MAD’s primary mission is to protect Germany’s military and national security interests, with a focus on countering espionage and hybrid threats. The report underscores the growing threat posed by foreign intelligence services, particularly from Russia, which seeks to gather intelligence on German military operations, including its active involvement in Lithuania. The service’s work remains critical as these threats evolve, necessitating heightened vigilance and increased counterintelligence efforts.
Another significant area of focus for MAD is the prevention and investigation of extremism within the German Armed Forces. The service is committed to ensuring that extremist influences have no place within the military. As part of its efforts, MAD conducts awareness programs to educate military personnel about the risks posed by extremist organizations and individuals who may attempt to exert influence within the ranks.

Security checks have become an even more critical aspect of MAD’s work. In 2024, over 60,000 personnel underwent security clearance and recruitment checks, essential to ensuring the reliability and integrity of Bundeswehr members. These checks are particularly important in light of the ongoing war in Ukraine, as Germany’s military faces increased risks of infiltration and threats from both foreign actors and internal extremists, according to MAD 2024 report.
In conclusion, the 2024 MAD report shows the increasing number of issues in the security environment, with the Russian invasion of Ukraine serving as a catalyst for growing hybrid threats. The service continues to adapt to these challenges, ensuring the protection of Germany’s military assets and personnel while maintaining a strong defense against external and internal security risks.
Previously, DW reported that three men originally from Armenia, Russia, and Ukraine have been charged with acting on behalf of a Russian intelligence service in Germany under particularly grave circumstances that may have involved plans for a contract killing.
The Higher Regional Court in Frankfurt am Main opened proceedings against the three defendants, who, according to prosecutors, carried out espionage activities for Russia. Investigators believe the suspects were preparing to assassinate a specific individual, a representative of the Federal Prosecutor’s Office said while reading out the indictment. The defendants—Vardges I., Robert A., and Arman S.—hold citizenship of Armenia, Ukraine, and Russia respectively.
