India Emerges as Second-Largest Supplier of Sanctioned Technologies to Russia
India has become the second-largest supplier of critical technologies to Russia, despite international sanctions aimed at limiting Moscow’s military capabilities. These technologies, including microchips, electronic circuits, and machinery, are vital for Russia’s defense industry. Only China surpasses India in this role, according to Bloomberg, citing unnamed officials.
Indian exports of such goods to Russia exceeded $60 million in April and May 2024, more than doubling the amount from the previous two months. By July, the figure had surged to $95 million.
Approximately one-fifth of sensitive technologies used in Russia’s military sector are routed through India, according to Bloomberg. Western officials have raised concerns about India’s role, but efforts to address the issue with Indian authorities have reportedly yielded little response. The Indian Ministry of Foreign Affairs has declined to comment on the matter.
India’s continued trade with Russia presents a challenge for Ukraine’s allies, including the United States and European Union, who have sought to restrict Moscow’s access to military-related goods. At the same time, these governments are keen to maintain diplomatic and economic ties with Indian Prime Minister Narendra Modi, despite his friendly relations with Russian leader Vladimir Putin.
Many of these goods, classified as dual-use technologies, are banned from direct export to Russia under sanctions. Instead, Russia sources them from third countries, often through subsidiaries of Western corporations or intermediary networks.
A US State Department representative confirmed that Washington plans to issue further warnings to India and its companies about the risks associated with such trade.
Previously, Turkey and the United Arab Emirates were identified as the primary intermediaries for supplying Russia with materials for its weapons programs.
