EU foreign policy chief Kaja Kallas warned that Russian leader Vladimir Putin, unable to meet his goals on the battlefield, will attempt to negotiate his way to victory. Speaking after a video call with EU foreign ministers, Kallas stressed the importance of continuing support for Ukraine and increasing pressure on Russia, The Guardian reported on November 26.

While EU leaders are aligned in their desire for peace, Kallas emphasized that the terms of the peace must be fair. “We must keep in mind there’s one aggressor and one victim,” she said, reiterating that a complete and unconditional ceasefire must be the first step. However, she noted that there are no signs that Russia is ready to engage in such talks.

Kallas pointed to the failure of Russia’s military objectives and the impact of sanctions, which have begun to take a toll on the Russian economy. Despite this, Russia is escalating its military actions, and Kallas suggested the EU is moving towards a point where Russia will be compelled to negotiate, according to The Guardian.

Previously, it was reported that German Chancellor Friedrich Merz stated that Russian leader Vladimir Putin must not be allowed to exit the war in Ukraine on terms that could be interpreted as a success.

According to Reuters, Merz stressed that any potential peace agreement must receive explicit consent from both Ukraine and European countries to be considered viable.
