Following a virtual meeting of the Coalition of the Willing  with Ukrainian President Volodymyr Zelenskyy on November 25, Western leaders welcomed progress in talks on a potential peace agreement between Ukraine and Russia and vowed to intensify economic and security pressure on Moscow, according to European Pravda and official statements released on the same day. 

British Prime Minister Keir Starmer told fellow leaders that discussions on the US peace proposals were “moving in a positive direction,” saying Ukraine had put forward “constructive changes” to the US draft that were endorsed by European national security advisers and that, as Zelenskyy indicated, most of the text could be accepted, while stressing that work on sensitive points was continuing.

French President Emmanuel Macron said the coalition had agreed in the coming days to advance work on two priorities: creating a mechanism to use frozen Russian assets as a long-term source of funding for Ukraine while preserving leverage over Moscow, and finalizing security guarantees designed to make any future ceasefire durable, including international monitoring of compliance and closer coordination with the US, NATO and key European partners. 

European Commission President Ursula von der Leyen wrote on X that the meeting underlined the need for strong transatlantic cooperation, arguing that coordinated sanctions are cutting the resources available to Russia for its war and saying that “pressure remains the only language Russia responds to,” while condemning the latest large-scale Russian drone and missile attack on Ukraine.

Earlier, it was reported that Ukraine is seeking a meeting between President Volodymyr Zelenskyy and US President Donald Trump in Washington to finalize a proposed peace deal framework.
