Macron Rejects Trump’s Peace Plan as Is, Backs Assurance Forces for Ukraine

US President Donald Trump’s peace plan requires significant revisions before it can be acceptable to Ukraine and Europe, French President Emmanuel Macron told RTL radio on November 25.
The 28-point proposal unveiled last week surprised officials in Washington, Kyiv, and across Europe, raising concerns that the Trump administration may be prepared to pressure Ukraine into accepting terms largely aligned with Moscow’s interests.

“It’s an initiative that goes in the right direction: towards peace. However, there are aspects of that plan that deserve to be discussed, negotiated, improved,” Macron said. “We want peace, but we don’t want peace that is effectively a capitulation.”
He stressed that decisions on any territorial compromises rest solely with Ukraine.
“What was put on the table gives us an idea of what would be acceptable to the Russians. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” Macron added.

Macron noted that Ukraine’s primary safeguard after any agreement would be rebuilding its own armed forces, and that no restrictions can be placed on this process. He also emphasized that frozen Russian assets are located in Europe, giving Europe exclusive authority over decisions regarding their use.
The US proposal includes limits on the size of the Ukrainian army and grants Washington certain oversight over frozen Russian assets.
Speaking ahead of a video call of the “coalition of the willing” countries committed to supporting Ukraine after the war, Macron outlined how a reassurance force could operate “far away from the front line” once active fighting ends.

“There are British, French, Turkish soldiers who, the day peace is signed, so not in a context of war, are there to conduct training and security operations, as we do in certain countries on NATO’s eastern flank,” he said.
“We have about 20 countries that have already said what they are prepared to do actively, either in the air, on land, or at sea.”
French President added that once a peace agreement is signed, “assurance forces” would be stationed in Ukraine away from the front lines, in cities such as Kyiv or Odesa.
Earlier, Kremlin aide Yuri Ushakov said the US-drafted 28-point peace plan includes several provisions Russia views as acceptable and potentially workable for continued negotiations, while the alternative proposal put forward by European partners is, in Moscow’s view, entirely unacceptable.
