Western allies are preparing to move beyond political assurances and toward binding security guarantees for Ukraine, including the possible deployment of foreign troops and explicit US support if Russia attacks again, according to draft agreements set to be discussed at a high-level summit in Paris.

Ukrainian President Volodymyr Zelenskyy said a proposed 20-point peace framework is “90% agreed” following high-level talks with US President Donald Trump, but stressed that Ukraine’s position on its territory is unequivocal—calling it “the land of our nation” and warning that any referendum on the issue cannot be rushed or conducted under fire.
