Macron Announces E3 Leaders Will Meet Zelenskyy to Anchor European Peace Framework

French President Emmanuel Macron announced that he will meet with President Volodymyr Zelenskyy alongside the leaders of the United Kingdom and Germany in the coming days.

The primary focus of the gathering is to establish a framework for potential peace talks regarding Russia’s full-scale invasion of Ukraine, according to The Kyiv Independent on June 5.

The announcement follows an open letter from President Zelenskyy to Russian leader Vladimir Putin, in which the Ukrainian president suggested that the two nations should pursue direct bilateral negotiations.

Speaking on the sidelines of the EU-Western Balkans summit in Montenegro, President Macron emphasized the necessity of European involvement in the diplomatic process.

"I believe that it is now up to Ukraine and Russia to establish both a ceasefire and a peace plan," Macron told reporters. He stated that the group—referring to France, Germany, and the UK as the E3—will convene with President Zelenskyy to organize support and ensure its implementation.

While the French president's public agenda indicates a meeting in London on the evening of June 7, official confirmation from the British government or the German chancellor’s office remains pending. The Office of the President of Ukraine has declined to comment on travel logistics, citing security policies.

In his letter to the Kremlin, President Zelenskyy expressed an openness to involving specific international partners in the bilateral track. "We believe that Europe needs to participate — those who really have the ability to influence the situation," Zelenskyy noted.

Macron argued that European nations, as significant contributors to Ukraine’s defense efforts, must eventually have a seat at the table to discuss a peace plan.

However, the proposed E3 focus appears to prioritize this specific trio of nations over a broader European Union involvement.

European Commission spokesperson Anitta Hipper offered support for peace initiatives in general but refrained from commenting on the specific structure of the negotiations. The diplomatic strategy continues to be a subject of intense focus within the EU, as officials warn against maneuvering by the Kremlin to dictate the terms of participation.

Russian leader Vladimir Putin stated that he had read a letter from Ukrainian President Volodymyr Zelenskyy but claimed that he saw no point in holding direct talks at that time.

He insisted that Russia’s full-scale invasion of Ukraine needed to conclude before any summit could occur, and he also criticized the tone of the correspondence by alleging that the letter contained elements of rudeness.

Furthermore, Putin suggested that Ukraine was seeking a meeting solely to halt the movement of Russian forces and urged his troops to continue their operations.
