Moscow Open to US Peace Proposal on Ukraine, Dismisses European Alternative

A 28-point peace plan drafted by the United States contains many provisions that Moscow considers acceptable and could serve as a basis for further discussion, while a European counterproposal to the plan is completely unsuitable for Russia, Kremlin aide Yuri Ushakov said, according to RIA Novosti on November 24.

Ushakov reportedly said one version of the US plan aligns broadly with understandings reached during earlier contacts in Alaska and stated that it included “many, though not all,” points that Russia viewed as “quite acceptable.”

Some elements, he added, would still require “the most detailed discussion,” and the document was expected to be further refined by the United States, Russia, and Ukraine.

Ushakov reiterated that Moscow had received the text but stressed that “no concrete negotiations” with Russian representatives had yet taken place on the basis of the American proposal.

By contrast, Ushakov drew a sharply negative distinction with what he called a European plan circulating through unofficial channels. “We learned about the European plan this morning, which, if you look at it at first glance, is completely non-constructive and does not suit us,” RIA Novosti quoted him as saying.

He added that multiple alternative initiatives were being discussed informally, but indicated that Russia regarded only those documents officially transmitted to Moscow as relevant for any serious conversation on a settlement.

Earlier, it was reported that US Secretary of State Marco Rubio stated that Washington drafted the 28-point Ukraine peace proposal as a framework incorporating input from both Russia and Ukraine, while some US lawmakers cautioned that it should not yet be treated as official policy.
