White House Confirms Ukraine Peace Plan “In Flux,” Says US Working With Both Sides

The White House on November 20 reaffirmed its commitment to ending the war in Ukraine, saying President Trump and his national security team are “steadfast” in their efforts as a new peace plan continues to develop.

Speaking at the daily briefing, Press Secretary Karoline Leavitt noted that Special Envoy Steve Witkoff—alongside Secretary of State Marco Rubio—has spent the last month engaging with Ukraine and Russia to understand what each side would require to achieve a “lasting peace.”

“They have been engaged with both sides in ongoing talks,” Leavitt said, adding that the president fully supports the emerging plan.

Leavitt emphasized that the process has involved both Kyiv and Moscow, forcefully rejecting speculation that Ukraine was excluded.

“We are having good conversations with both sides,” she said.“ The White House is hearing out both sides of the war.”

Despite acknowledging the high level of interest, Leavitt provided no substantive details about the plan, saying it is “still in flux.”

The press secretary also pushed back at critics questioning whether the administration can deliver results, pointing to what she called a major diplomatic achievement in the Middle East.

“I know there’s a lot of criticism out there and a lot of doubters, but I would just remind you of the historic success that this president and his team accomplished in the Middle East,” she said, citing Trump’s Gaza ceasefire plan endorsed by the United Nations.

According to Leavitt, the administration sees the Middle East agreement as proof that progress is possible even in protracted conflicts—a precedent she said could apply to Ukraine as well.

Earlier, Ukrainian President Volodymyr Zelenskyy has received a proposed diplomatic plan from the United States that Washington believes could help reinvigorate efforts to end the war.
