EU Has Sent Russia $142 Billion More Than It Has Given Ukraine, Sweden Warns

The European Union has paid Russia for energy and oil imports $142 billion more than it has provided to Ukraine in aid since the start of the full-scale invasion, Sweden’s Foreign Minister Maria Malmer Stenergard said, calling the imbalance “nothing short of a disgrace,” Ukrainain outlet European Pravda reported on November 20.

Speaking on the sidelines of the EU Foreign Affairs Council in Brussels, Stenergard said Stockholm had examined Europe’s trade and assistance flows since February 2022—and the findings were stark.

“The truth is that the EU’s support for Ukraine is not large enough, and our support for Russia is far too large,” she told reporters.

According to Stenergard, EU institutions and member states have collectively provided €215 billion in support to Ukraine. During the same period, however, the bloc imported $231 billion worth of Russian oil and gas, with total imports from Russia—including other goods—reaching $358 billion.

“That means we end up with negative support for Ukraine of $142 billion,” she said, displaying a chart illustrating the numbers.

“This is nothing but a shame,” Stenergard added. The Swedish foreign minister argued that no credible peace negotiations would be possible unless Europe simultaneously increases its support for Kyiv and dramatically raises pressure on Moscow.

“A very good starting point would be to use frozen Russian assets for Ukraine’s benefit,” she said, urging EU partners to move more aggressively on the issue.

Earlier, reports emerged that Spain would provide $946 million in assistance to Ukraine and aims for $1.16 billion in annual security support, including $249 million for air defense and surveillance equipment through the European Commission’s SAFE instrument.
