EU’s Kaja Kallas Warns US Peace Plan Won’t Work Without Ukraine and Europe at the Table

European Union foreign policy chief Kaja Kallas said any proposal to end Russia’s war against Ukraine must directly involve both Ukrainians and Europeans, responding to reports that the United States is exploring a new “peace plan,” according to the comments she made ahead of an EU Foreign Affairs Council meeting in Brussels on November 20.
Asked about US media coverage of a reported 28-point American proposal, Kallas said the “latest news” would be discussed by EU foreign ministers.
“We as Europeans have always supported a long-lasting, sustainable and just peace, and we welcome any efforts aimed at achieving that,” she said.

“Of course, for any plan to work, it must involve Ukraine and Europe. Ukrainians and Europeans must also agree to these plans.”
Kallas stressed that the fundamental dynamic of the war cannot be ignored: Russia is the aggressor, Ukraine is the country under attack.
“So far we have not heard of any concessions from Russia. If Russia truly wanted peace, it could have agreed to an unconditional cease-fire some time ago—instead, we continue to see strikes on civilians,” she said.

She noted that 93% of Russia’s targets are civilian infrastructure, including schools, hospitals, and residential buildings, “to kill many people and cause as much suffering as possible.”
Kallas reiterated that Europe is open to meaningful diplomatic efforts—but only if they meet basic conditions.
“We welcome all substantive efforts to end this war—but, as already said, it must be a just and sustainable peace. And that also means Ukrainians and Europeans must agree to it,” she added.
Earlier, President Donald Trump approved a confidential 28-point framework meant to revive peace talks between Russia and Ukraine.
