Trump Reportedly Greenlights Secret 28-Point Russia-Ukraine Peace Plan

President Donald Trump has approved a confidential 28-point framework meant to revive peace talks between Russia and Ukraine, NBC News reported, citing a senior administration official on November 20.

According to the outlet, the proposal was developed quietly in recent weeks by top members of the Trump administration who held back-channel consultations with Russian envoy Kirill Dmitriev as well as Ukrainian officials.

Those involved in shaping the draft include Trump’s special envoy Steve Witkoff, Vice President JD Vance, Secretary of State Marco Rubio and presidential adviser Jared Kushner, the official told NBC News.

“The plan focuses on giving both sides security guarantees to secure a lasting peace,” the senior official said. “It includes things Ukraine wants and needs to have a durable peace.”

No specifics of the 28-point draft were released, with officials saying the document still requires negotiation with all key parties. Three US officials told NBC News that Ukraine has not yet been formally presented with the full proposal and that its completion coincided with this week’s visit to Kyiv by a high-level Army delegation.

The American team—led by Army Secretary Dan Driscoll and joined by Gen. Randy George and other senior officers—arrived in Kyiv on Wednesday. US officials say their mission has a dual purpose: discussions on Ukraine’s military needs and an effort to jump-start a stalled peace process.

A US official described the trip as a White House effort to “restart peace negotiations.”

Momentum in Washington comes even as Russia signals no willingness to revise its long-held conditions for ending the war. Kremlin spokesman Dmitry Peskov dismissed reports that Moscow was preparing to meet Driscoll, saying there were “no such plans” and noting little has changed since US–Russia talks in Alaska in August.

A Pentagon official confirmed Driscoll had been briefed on the peace plan but emphasized that it is not the central focus of his meetings.

Sources close to the Ukrainian government and a European official with direct knowledge of the matter told NBC News that Kyiv played no role in crafting the proposal. Ukraine was given only a broad outline, they said, and was not invited to contribute ideas.

US lawmakers also appeared blindsided. Sen. Lindsey Graham, one of Congress’s most outspoken supporters of military aid to Kyiv, said he had not heard of the plan. “I don’t know anything about it,” he told NBC News, adding that no proposal could succeed unless “Putin believes that we’re serious about continuing to provide higher end military aid to Ukraine.”

Public comments from senior administration members signal an attempt to frame the effort as exploratory rather than final.

“Ending a complex and deadly war such as the one in Ukraine requires an extensive exchange of serious and realistic ideas,” Rubio wrote on X. “That is why we are and will continue to develop a list of potential ideas for ending this war.”

Earlier rounds of diplomacy led by Witkoff collapsed after Kyiv and several NATO capitals dismissed the proposals as heavily skewed toward Moscow’s demands. Russia continues to insist that Ukraine accept major limitations on its armed forces, renounce any NATO path and forbid Western troop deployments as part of a settlement.

The White House, however, maintains that Trump wants a push toward negotiations. “The president has been clear that it is time to stop the killing and make a deal to end the war. President Trump believes that there is a chance to end this senseless war if flexibility is shown,” a White House official said.

Earlier, Ukrainian President Volodymyr Zelenskyy met with Turkish President Recep Tayyip Erdoğan in Ankara. During the press conference following the meeting, the two leaders discussed important issues regarding the restoration of peace processes and the exchange of prisoners.
