WSJ: Trump Dispatches Senior Pentagon Delegation to Ukraine to Revive Ceasefire Talks

President Donald Trump has dispatched a senior War Department delegation to Kyiv as part of a renewed push to restart negotiations with Russia on ending the war in Ukraine, according to The Wall Street Journal on November 18.

According to US officials cited by the paper, the move marks the administration’s latest attempt to reopen channels for a potential ceasefire after months of unsuccessful outreach.

The delegation is led by US Army Secretary Dan Driscoll, who is expected to meet with President Volodymyr Zelenskyy, top Ukrainian officials, and representatives of the country’s defense industry. Two four‑star generals are accompanying him, underscoring the weight Washington is placing on the mission.

The WSJ reports that Driscoll also plans to meet Russian officials at a later stage.

“Part of the White House’s decision to turn to Driscoll and high‑ranking military leaders stems from the belief that Moscow may be more receptive to talks involving military intermediaries,” the newspaper wrote. Officials also expressed frustration that earlier diplomatic efforts had delivered little progress.

A senior Trump administration official said Driscoll is traveling to Ukraine “to see conditions on the ground firsthand.” He is expected to take part in briefings and relay his assessment directly to the White House.

“President has made it clear that it’s time to stop the killing and strike a deal to end the war,” one US official told the WSJ.

Another official said Driscoll’s mission is to “reestablish peace negotiations on behalf of President Trump.”

Earlier, reports emerged that Russia and the US have discussed the possibility of another prisoner exchange, according to Russian special envoy Kirill Dmitriev. A US official confirmed the talks but emphasized that no agreements have been reached yet.
