65% of US Voters Back Trump’s Ukraine Strategy: Arms to Kyiv, Sanctions on Moscow

Nearly two-thirds of US voters support continuing to arm Ukraine and maintaining sanctions on Russia if Moscow refuses to negotiate, according to a Harvard/HarrisX Poll conducted from November 4 to 6.
As Washington debates whether to authorize long-range Tomahawk or similar deep-strike systems for Ukraine, voters—including 74% of Republicans—show clear support for providing offensive weapons to Kyiv.
Support for providing offensive weapons to Ukraine:

Republican support for continued arms and sanctions reaches 73%, compared to 64% among Democrats and 58% among independents.
The poll shows exceptionally strong Republican alignment behind Trump’s approach to ending the war: 89% of GOP voters support it, making Ukraine policy one of the party’s most consolidated foreign-policy positions.
Dritan Nesho, CEO of HarrisX and one of the poll’s supervisors, said: “Vladimir Putin has lost credibility in the eyes of Republicans and MAGA voters, who originally backed Donald Trump’s push for a speedy end to the war based on hard compromises. These voters still agree the war must end, but now they seek to do so from a position of strength and maximum pressure.”
He added: “This is welcome news for Ukraine, which must leverage this opening with the Trump administration to build stronger relationships and get what it needs to change the balance of power on the battlefield.”
Support for continued arms and sanctions on Russia:

Support levels have remained stable since September’s Harvard / HarrisX poll, which found 68% backing continued military aid and sanctions.
The findings come as the US Congress considers a bipartisan sanctions package targeting Russia’s energy, financial, and defense sectors, underscoring unusually strong public support—particularly for energy-sector penalties.
Support for tougher measures against Russia is broad: 72% favor sanctioning its top oil and gas companies—including 90% of Republicans (the survey’s strongest single-party reading), 58% of Democrats, and 67% of independents. Another 72% endorse additional economic sanctions (Republicans, 86%; Democrats, 65%), underscoring a rare cross-party convergence on pressuring Moscow.
Voters also favor redirecting energy purchases from Russia to the US: 77%—including 85% of Republicans—say Europe should stop buying Russian oil and, when practical, buy from the US instead.
A 58% majority favors imposing tariffs on countries that continue buying Russian oil, with support rising to 70% among Republicans—signaling backing for economic pressure that does not require additional US spending.

This survey was conducted online within the United States on November 4–6, 2025, among 2,000 registered voters by The Harris Poll and HarrisX under the Harvard CAPS program. Results were weighted by demographic and political factors to reflect the national population. The margin of error for the total sample is ±1.99 percentage points at a 95% confidence level
Earlier, it was reported that a survey of over 2,000 registered voters showed that two-thirds of Americans support continued military assistance to Ukraine and sanctions on Russia.
