Kaja Kallas: EU’s Peace Plan for Ukraine Has “Two Points—Weaken Russia and Support Ukraine”

The European Union has a firm and uncomplicated roadmap for achieving peace in Ukraine—one built on two pillars: weakening Russia and supporting Ukraine. EU High Representative for Foreign Affairs and Security Policy Kaja Kallas reiterated this approach, European Pravda reported from Brussels on November 20.
Kallas stressed that the EU continues to advocate for a “just, lasting, and comprehensive peace,” adding that ministers reviewed recent developments and heard Ukraine’s assessment from Deputy Foreign Minister Andrii Sybiha.
“We of course discussed the latest events, and Minister Sybiha informed us about Ukraine’s position,” she noted.
She underlined that the EU’s position remains unchanged: any peace initiative must align with the views of both Ukraine and Europe.

“The European Union has always supported a just, lasting and comprehensive peace… The EU has a very clear two-point plan. First, weaken Russia. Second, support Ukraine,” Kallas emphasized.
According to Kallas, the head of the EU Intelligence Center and the EU sanctions envoy briefed ministers on the current effects of EU sanctions. The latest data shows Russian crude oil exports have dropped to their lowest level in months, while Russia’s oil tax revenues have plunged to their lowest point since the beginning of the full-scale invasion.

She also criticized Moscow’s ongoing attempts to portray itself as ready for negotiations.
“Russia has repeatedly spoken hypocritically about peace talks, and previous negotiations failed because Russia never took on any real commitments. Pressure must be placed on the aggressor, not on the victim,” Kallas said.
Earlier, it was reported that the European Union is considering new sanctions to target entities enabling Russia’s “shadow fleet” of tankers, which are used to circumvent Western sanctions and finance Moscow’s war in Ukraine.
