Zelenskyy Says Trump’s Peace Plan Could Include Ukraine’s Core Demands

Ukrainian President Volodymyr Zelenskyy stated on November 23 that the current draft of the US peace plan includes elements aligned with Ukraine’s national interests. His comments came after initial rounds of talks in Geneva between Ukraine, the United States, and European officials.

In a statement posted to Telegram, Zelenskyy confirmed that Ukraine’s delegation is actively engaged in discussions aimed at ending the war and securing lasting peace.

“There is now an understanding that the American proposals may take into account a number of elements that are based on the Ukrainian vision and are critically important to our national interests,” the President said.

Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council and a key participant in the Geneva talks, echoed the president’s assessment. In a separate post, Umerov wrote that “the current draft reflects most of Ukraine’s key priorities” and is approaching the final stage of coordination.

According to Reuters on November 23, US President Donald Trump plans to finalize the peace plan during an in-person meeting with President Zelenskyy. US Special Envoy Steve Witkoff and Secretary of State Marco Rubio arrived in Geneva for the weekend negotiations, with American officials emphasizing that no agreement would be signed before the two presidents meet.

“We hope to settle the final details… Nothing will be concluded until the two presidents meet,” a US official told Reuters.

The Ukrainian delegation in Geneva includes top officials such as Andrii Yermak (Head of the Presidential Office), Kyrylo Budanov (Chief of Defense Intelligence), Oleksandr Hnatov (Chief of the General Staff), Oleh Ivashchenko (Head of the Foreign Intelligence Service), and Serhii Kyslytsya (First Deputy Foreign Minister).

The US proposal, first reported earlier this week, comprises 28 points and has been widely criticized by European partners and some Ukrainian officials for provisions that would require Ukraine to withdraw from Donbas, reduce its military forces, and relinquish long-range strike capabilities.

In return, Russia would halt at current front lines in parts of Kherson and Zaporizhzhia and provide limited territorial concessions elsewhere.

Earlier, the European Union has submitted a counterproposal and called for significant revisions to the American plan. However, Umerov stated that the document “already reflects the majority of Ukraine’s key priorities” and that constructive engagement with the US side continues.
