Under US Pressure, Ukraine Enters Crucial Switzerland Peace Talks Amid Controversial Draft Deal

High-level consultations between Ukraine and the United States regarding a prospective peace agreement are set to begin in Switzerland in the coming days, according to Ukrainian officials. The talks will focus on the parameters of a potential deal aimed at ending the war with Russia.
Ukrainian National Security and Defense Council Secretary Rustem Umerov announced the consultations via Telegram, stating: “We are launching consultations between senior officials of Ukraine and the US on the potential parameters of a future peace agreement.” He added that Ukraine enters the process “with a clear understanding of its national interests.”

President Volodymyr Zelenskyy has approved the composition of the Ukrainian delegation and outlined directives for the negotiation process. “Ukraine will continue to act responsibly, professionally, and consistently — as our national security requires,” Umerov noted.
According to Presidential Decree No. 854/2025, the delegation will be led by the Head of the Presidential Office Andriy Yermak and will include:
National Security and Defense Council Secretary Rustem Umerov
Chief of the Defense Intelligence of Ukraine Kyrylo Budanov
Chief of the General Staff Andrii Hnatov
Head of the Foreign Intelligence Service Oleh Ivashchenko
First Deputy Foreign Minister Serhii Kyslytsya
First Deputy Secretary of the National Security Council Yevhenii Ostrianskyi
Deputy Head of the Foreign Intelligence Service Oleksandr Poklad
Adviser to the Head of the Presidential Office Oleksandr Bevz
The decree also authorizes the delegation to engage with the US, other international partners, and representatives of the Russian Federation to reach what is described as a “just and lasting peace.” The head of the delegation is permitted to adjust its composition with presidential approval.
In a message on Telegram, President Zelenskyy underlined the purpose of the consultations, stating: “These days, consultations with our partners will take place regarding the steps needed to end the war. I have signed a decree approving the Ukrainian delegation and all related directives.”
He added that Ukrainian representatives “know how to defend our national interests and what is required to prevent Russia from launching a third invasion.” According to Zelenskyy, the talks concern “much more than the points of any document,” stressing that real peace must be based on “guaranteed security and justice.”
The announcement comes amid the emergence of a draft US peace proposal, shared with Ukrainian officials.
According to The Wall Street Journal, the draft includes several contentious elements: the requirement for Ukraine to hold national elections within 100 days of signing the agreement, enshrining neutrality and NATO non-accession in its Constitution, and limiting the size of Ukraine’s Armed Forces—reportedly to around 600,000 troops, according to other media outlets.

On November 21, President Zelenskyy addressed the nation in a video message, stating: “Right now, we are at one of the most difficult moments in our history. The pressure on Ukraine is at its peak. Ukraine may soon face a very tough choice—either the loss of dignity or the risk of losing a key partner.” He added that Ukraine would “calmly” continue consultations with partners and work to offer alternatives.
The Office of the President emphasized that Ukraine’s representatives will “defend the legitimate interests of the Ukrainian people and the foundations of European security” during the upcoming talks.
Earlier, President Donald Trump told Fox Radio that Ukraine has until November 27 to accept a US-backed peace plan, calling it “an appropriate time.” He also confirmed plans to impose “very powerful” new sanctions on Russia, while rejecting any possibility of lifting existing oil sanctions.
