European Leaders Unite to Push Back Against US Peace Proposal for Ukraine

German Chancellor Friedrich Merz abruptly changed his schedule on Friday to hold an urgent call with Ukrainian President Volodymyr Zelenskyy and other European leaders regarding a US peace plan aimed at ending the war in Ukraine, Bloomberg reported on November 21.
The plan, which calls for Ukraine to cede significant territory, limit its military size, and gradually lift sanctions on Russia, has raised concerns among European officials, who believe it offers sweeping concessions to Moscow.

French President Emmanuel Macron and UK Prime Minister Keir Starmer will also join the discussions, which was scheduled to take place at noon European time. The meeting follows the US and Russia’s push to craft a peace deal largely sidelining European countries, whose response is now seen as important in shaping Ukraine’s next steps, according to Bloomberg.
European officials are also seeking a coordinated strategy to unlock vital funding for Ukraine as the US reduces its support.
The 28-point plan, which would effectively recognize Crimea, Luhansk, and Donetsk as Russian territories, has already been rejected by Ukraine and its allies. The proposal closely resembles Moscow’s previous demands and is seen as an attempt to legitimize Russia’s territorial claims.

Zelenskyy has agreed to engage with the plan but emphasized that it is merely a starting point for talks, not an ultimatum. He posted on X that his team is working on the plan to ensure it aligns with Ukraine’s key principles, Bloomberg stated.

The peace plan also proposes a US security guarantee for Ukraine, with Washington receiving a portion of future profits to rebuild the country. While the US has backed the plan, concerns remain about Ukraine’s sovereignty and the potential for future Russian aggression
NATO member states are also wary, as the plan includes provisions that would restrict the alliance’s ability to admit new members, Bloomberg reported.
The proposal’s scale of concessions to both Russia and the US has raised alarm, especially with the potential inclusion of Russia back into the Group of Eight, a move that would end its international isolation but is opposed by other members.

Later, Volodymyr Zelenskyy made a post on X, regarding the call with European leaders.
“I held a joint call with President of France, Prime Minister of the United Kingdom, and Friedrich Merz. I am grateful for their principled support for Ukraine and for all our people. We discussed the plan for peace for Ukraine and all of Europe,” Zelenskyy wrote.
“We value the efforts of the United States, President Trump, and his team aimed at ending this war. We are working on the document prepared by the American side. This must be a plan that ensures a real and dignified peace,” he continued.
“We are coordinating closely to make sure that the principled stances are taken into account. We coordinated the next steps and agreed that our teams will work together at the corresponding levels,” Zelenskyy conlcuded.

Previously, it was reported that Volodymyr Zelenskyy has received a proposed diplomatic plan from the United States that Washington believes could help reinvigorate efforts to end the war, the Office of the President of Ukraine announced in a Telegram post.
According to the statement, the President outlined Ukraine’s core principles and conditions, and both Ukraine and US agreed to continue working through the plan’s provisions to ensure a just end to the war.
