UK to Lead 30-Country Coalition Planning Troop Deployment to Ukraine After War

The United Kingdom has drawn up detailed plans for deploying military units to Ukraine as part of a 30-country “coalition of the willing” that would move in only after a peace agreement in the war with Russia, according to Bloomberg on November 20.

Defense Secretary John Healey said Britain had updated its deployment plans after reconnaissance visits and a readiness review over the summer, with military chiefs deciding which personnel would go, where their headquarters would be based, and what roles they would perform alongside partners led by the UK.

“We have led recces in Ukraine so we know what units we would use, we know how we would deploy them and we know what roles they would play,” Healey told reporters in Plymouth, adding that “those plans mean that when there is a peace, we will be ready,” including the option of putting “British troops into Ukraine to help secure that peace for the long term.”

The UK, which has so far trained Ukrainian forces on its own territory, plans to shift some training to Ukraine and is preparing to spend more than approximately $130 million to cover the initial costs of deploying troops if a ceasefire is agreed.

Healey said he was encouraged by a visit to Kyiv by a US military delegation involved in President Donald Trump’s 28-point peace initiative with Russia, which people familiar with the plan say would require Ukraine to cede territory in the Donbas and cap the size of its army.

Ukrainian officials and European allies, including the UK, were not directly involved in those talks, and European diplomats have voiced skepticism, while Russia has previously opposed any settlement that would involve Western troops being deployed in Ukraine.

Earlier, it was reported that the UK confirmed its readiness to deploy troops to Ukraine under a “coalition of the willing” as part of a post‑peace agreement force.
