Ukraine Aims to Meet Trump in Washington to Finalize Peace Deal Framework

Ukraine has called for an in-person meeting between President Volodymyr Zelenskyy and US President Donald Trump in the United States in the coming days, following reports of substantial progress on a draft peace framework for the war with Russia, according to the BBC on November 25.
Rustem Umerov, who heads Ukraine’s national security council, said the negotiating teams from Kyiv and Washington had now aligned on the main elements of the draft agreement that had been worked through in earlier talks in Geneva, describing this as a shared understanding of the key terms.

He added that Ukraine was keen to send Zelenskyy to the US “at the earliest suitable date in November” to complete the remaining steps and “make a deal” with Trump, while a US official quoted by the BBC said Ukraine had “agreed to a peace deal,” noting that only “some minor details” still needed to be finalized.
The emerging framework builds on an earlier 28-point US proposal that initially raised concerns in Kyiv and several European capitals, but which, according to Zelenskyy, has since been pared down into a smaller set of provisions after consultations with Ukraine and key allies.
According to the BBC, counter-proposals from the UK, France and Germany would refuse to recognize any Russian-held region as part of Russia, would allow for a larger Ukrainian armed forces than in the original draft, and would preserve the option of eventual NATO membership.

The BBC reported that Washington has also indicated its officials will hold separate contacts with Russian representatives in Abu Dhabi to explore Moscow’s readiness to engage with the evolving plan.
Russian Foreign Minister Sergei Lavrov said the Kremlin had not yet received the updated draft and argued that any document should reflect what he called the “spirit and letter” of talks held in August in Alaska between Trump and the Russian leader Vladimir Putin.
Russia, the BBC said, continues to demand Ukrainian withdrawal from the wider Donbas area, including the Donetsk and Luhansk regions, and insists on retaining control over temporarily occupied Crimea and occupied parts of the Kherson and Zaporizhzhia regions.

Earlier, it was reported that EU Foreign Policy Chief Kaja Kallas warned the United States that any peace initiative would be ineffective without the full participation of Ukraine and key European powers.
